The Ministry of Internal Affairs proposed not to require drivers to install the “Spikes” sign on their cars. The ministry believes this sign is no longer relevant.

The Ministry of Internal Affairs of Russia proposes to relieve drivers of the obligation to install the “Spikes” identification sign. The ministry believes this sign is no longer relevant. The relevant changes are set out in the draft government resolution posted on the portal of draft regulatory acts.

The driver’s obligation to install the “Spikes” identification sign on the rear of motor vehicles equipped with studded tires is enshrined in the Basic Provisions for the Admission of Vehicles to Operation.

8. The following identification signs must be installed on vehicles:

“Spikes” – in the form of an equilateral white triangle with the apex upwards with a red border, in which the letter “Ш” in black is inscribed (the side of the triangle is not less than 200 mm, the width of the border is 1/10 of the side) – on the rear of motor vehicles with studded tires.

In the explanatory note to the draft resolution, the Ministry of Internal Affairs indicates that this standard has not changed since the publication of the provisions (i.e., since October 1993).

According to the authors of the proposal, “the sign has long lost its relevance”, since “the dynamic characteristics of the movement of a vehicle are largely determined by other factors.” Among such factors, the project specifies, among others, the design of the vehicle and the presence of modern electronic systems that contribute to its stabilization or braking.

The Ministry of Internal Affairs believes that the installation of the “Spikes” sign “does not allow other road users to clearly judge the probable nature of the movement [of the vehicle], especially in conditions of uneven road surfaces typical of winter conditions.”

In addition, the authors of the project note that the sign, which must be placed on the rear window of the car, often interferes with the driver’s view.

In April 2017, amendments to the Traffic Regulations and the Code of Administrative Offenses came into force, which introduced a fine of 500 rubles. for motorists who install studded tires on their cars without using the appropriate identification marks.

In February 2018, new technical inspection rules also came into force, which prohibit the installation of studded tires only on the drive axle of the car.
