
As part of the new Road Traffic Regulations (RTR), the State Traffic Safety Inspectorate plans to significantly expand the list of technical faults and conditions under which the operation of vehicles is prohibited, media reported.
According to Kommersant, the draft government resolution prepared by the Ministry of Internal Affairs contains a new “list of faults and conditions under which the operation of vehicles is prohibited” (an appendix to the RTR). If at least one violation from this list is detected, the inspector draws up a report under Art. 12.5 of the Code of Administrative Offenses (from a fine of 500 rubles to license revocation).
Most of the new prohibitions are taken from the technical regulations of the Customs Union “On the safety of wheeled vehicles” of 2011.
In particular, a 500-ruble fine will be imposed on drivers if their vehicle is equipped with studded tires in the summer (June-August) or summer tires in the winter (December-February). Please note that the time frame for the prohibitions may be changed by decision of regional authorities. The fine may also be applied to truck drivers if they do not have winter tires or snow chains in the winter (from December to February; the period may also be changed). This ban will be introduced by decision of the authorities of each region.
Missing or non-functioning headlight washers and automatic headlight leveling systems, mandatory for cars produced in Russia and imported, will also be grounds for a fine of 500 rubles. Furthermore, the use of films on headlights is now also prohibited – some car owners apply them to protect the glass from stones.
For the first time, the absence of sun visors and airbags required by the manufacturer, as well as the presence of “objects” obscuring the view, will be a violation. This applies to dashcams if they obscure the view of the road. However, if these devices are installed behind the rearview mirror or built into it without obstructing the view, this will not be a violation.
Engine or automatic transmission malfunction errors stored in the on-board computer memory (in the event of a sensor failure or low fluid level, for example) will also be grounds for a citation. Another new ban is the installation of “structures made of steel or similar materials” in passenger cars that protrude forward of the bumper line (for example, winches, popular among off-road enthusiasts, which are often installed home-made). It will also be prohibited to operate a car if one of the bumpers is deformed after an accident so much that its inner iron part protrudes beyond the dimensions of the car and can injure a pedestrian.
It was previously reported that the Ministry of Internal Affairs, together with the Ministry of Digital Development, is working on the possibility of duplicating documents issued on paper in electronic form, but for now, motorists must have the required traffic rules documents with them.
