A caterpillar loader was imported into Belarus. According to the documents, it was supposed to go in transit to the Kyrgyz Republic. And the Customs authorities were even notified about the alleged completion of the transit procedure, that is, about the delivery of the goods to the designated place. But it turned out that the loader remained in Belarus.
Minsk customs officers found out this during inspection activities. They identified the drivers who, instead of delivering it internationally, handed it over to a third party in Belarus.
Thus, the criminal “false transit” scheme was used to avoid paying customs duties in Belarus for a car worth more than 84 thousand rubles.
— The operational customs service has initiated an administrative process in accordance with Part 2 of Art. 15.2 of the Code of Administrative Offenses of the Republic of Belarus and further measures are being taken to establish the involvement of goods in illegal economic circulation, – said the State Customs Committee.
Code of Administrative Offenses (Part 2 of Article 15.2):
issuance (transfer) of goods under customs control without the permission of the customs authority to other persons or their loss, with the exception of cases provided for in Article 15.7 of this Code, –
shall entail the imposition of a fine in the amount of ten to thirty basic units, and for an individual entrepreneur or a legal entity – up to thirty percent of the value of the subject of administrative offenses.

Separately, the State Customs Committee reminded that, according to paragraph 4 of Art. 264 of the Customs Code of the EAEU, the import of the second and subsequent vehicles is permitted subject to the provision of security for the fulfillment of the obligation to pay customs duties and taxes.
The second and subsequent vehicles are understood to be the same type of vehicles as the previously imported ones:
- motor vehicles and motorbikes;
- trailer for motor vehicles and motorbikes;
watercraft;
- aircraft.
