Due to numerous citizen inquiries, State Duma Deputy Yaroslav Nilov sent a request to Minister of Industry and Trade Anton Alikhanov. He proposed conducting a detailed analysis of the consequences of increasing the recycling fee, TASS reports.

According to the draft prepared by the Ministry of Industry and Trade, the payment amount will depend on the vehicle category, engine size, and power. Preferential terms are provided for owners of passenger cars up to 160 hp. The new rules are planned to be introduced on November 1, 2025.

Nilov fears that the changes will hit small businesses and individual entrepreneurs using powerful vehicles. This, according to him, could lead to higher prices for goods and services, more expensive taxis, an increase in the average age of cars, and an expansion of the illegal market for spare parts. In some cases, the amount of the fee, according to the deputy, may even exceed the cost of the car itself.

The parliamentarian also recalled that last year’s increase in the recycling fee has already become a difficult test for car owners, and the new increase will only increase the burden on citizens and the automotive industry.
