– They say that they are going to bring back mandatory technical inspection for old cars and increase the transport tax. Is this true?

Sergey Zinoviev, an expert for the magazine “Behind the Wheel”, explains:
– Such an initiative does exist. It comes from the Association of Russian Automobile Dealers (ROAD) and is aimed at rejuvenating the country’s vehicle fleet, a significant part of which today consists of cars older than 10-15 years.

According to the proposal, it is planned to introduce mandatory technical inspection for all cars whose age exceeds a certain threshold. Vehicles over 15 years old may be required to undergo a technical inspection twice a year, and the possibility of increasing the vehicle tax for such vehicles is also being discussed.
The goal of this measure is to improve road safety and reduce the number of faulty vehicles in operation.

However, the project not only provides for stricter regulations but also incentives for owners of older vehicles. For example, when scrapping a car over 20 years old, it is planned to pay compensation of 300,000 to 400,000 rubles. These funds can be used to purchase a new car, including a Russian-made one.

According to the expert, the initiative is currently under discussion, and there is no specific timeline for its implementation. But if the project gets support, the changes could affect millions of motorists in the coming years.
