The document stipulates that motorists will be able to operate heavy all-terrain vehicles, swamp vehicles, and buggies without the need to obtain a category AII tractor driver’s license, which is currently issued by the State Technical Supervision Service. It is assumed that such equipment will be used primarily in closed areas, for example, on off-road trails, private training grounds, and tourist bases.
This initiative is a logical continuation of the reform: in December 2023, holders of category B, C, and D driver’s licenses were already allowed to operate ATVs and category AI snowmobiles. The authors of the proposal from the Federation Council explain the changes by the desire to support domestic tourism, expand opportunities for active recreation, and simplify access to off-road equipment for citizens.
At the same time, some deputies express concern about a possible increase in accidents. By the second reading of the bill, it is planned to clarify the requirements for the minimum experience and age of drivers. In addition, the approach itself is being discussed: in its current version, the initiative only applies to category B holders, without extending it to other groups of drivers, which raises questions about equal opportunities and safety on public roads and in off-road conditions.
Experts also note that the implementation of changes may require additional training and instructions on the safe operation of equipment, and insurance companies may reconsider the terms of insurance for off-road vehicles.
