A large fine with deprivation of rights – for not letting a pedestrian pass – Auto Onliner

How the public safety monitoring system works is shown by the Department of Internal Affairs of the Mogilev Region using the example of the Gorki case. The driver did not give way to a pedestrian at an unregulated crosswalk. And it seems there were no inspectors nearby to stop the driver. But he was still held accountable.

The incident occurred recently at the intersection of Yakubovsky and Surganova streets in Gorki.

— The 22-year-old driver of a Volkswagen did not give way to a pedestrian at an unregulated crosswalk, — the Department of Internal Affairs of the Mogilev Region reported. — For this, the driver is subject to administrative liability in the form of a fine of 10 basic units (420 Belarusian rubles) with deprivation of the right to drive for 10 months.

Traffic rules:

p. 116: when approaching an unregulated pedestrian crossing, the driver must give way to pedestrians;

p. 2.51:

priority — the right to priority movement in the intended direction in relation to other road users. Priority to a pedestrian is considered to be granted if the distance between the vehicle and the approaching pedestrian (at the moment the vehicle crosses the pedestrian’s trajectory) is at least two vehicle traffic lanes (including one lane and tram tracks in the same direction, one lane and a dividing strip or zone, one lane and a safety island). In such a case, the driver has the right not to take the measures provided for in subparagraph 2.76 of this paragraph;

p. 2.76: give way (give priority) — a requirement that means not resuming movement, reducing the speed of movement up to stopping the vehicle, or not performing any maneuver (except for a requirement to vacate the occupied traffic lane given by a traffic controller or the driver of an emergency vehicle), if this may force another road user (users) to change the direction and (or) speed of movement.
