European driving licences: new rules coming soon
The European Union has approved a major update to its driving licence rules, introducing changes aimed at modernising the system and improving road safety. The main new features include:
- Driving at 17: young people will be able to obtain a driver’s licence and drive vehicles, but only if accompanied by an experienced driver.
- Digital licence: driving licences will be available in digital format, accessible via smartphone.
- Extended validity: driving licences will be valid for 15 years for cars and motorcycles, with the possibility of reducing them to 10 years when used as an identity document.
- Probationary period: a probationary period of at least two years has been introduced for new drivers, as well as stricter penalties for serious violations.
- Minimum age for obtaining a Professional driving licences: The minimum age for obtaining a lorry and bus driving licence will be lowered to 18 and 21 years respectively, subject to professional certification.
Accompanying guide at 17 years
One of the most significant changes is the introduction of the possibility of driving a vehicle from the age of 17, provided that it is accompanied by an experienced driver. The aim of this measure is to provide young people with practical driving experience before they are able to drive a vehicle completely independently.
Digitalisation of driving licences
Driving licences will also be available in digital format and integrated into the European digital identity wallet. This will allow drivers to easily access the document via smartphone, simplifying administrative procedures such as renewal or replacement. However, it will always be possible to request a physical version of the driver’s license.
Extension of validity
The validity of car and motorcycle licenses will be extended to 15 years. However, if the driver’s license is also used as an identity document, it will be valid for 10 years. Professional licenses, such as those for driving trucks and buses, will need to be renewed every 5 years.
Probationary period for new drivers
New drivers will be required to undergo a probationary period of at least two years. During this period, stricter rules and harsher penalties will apply for serious offences such as drink driving or not wearing a seat belt.
Changes to professional licences
To address the shortage of professional drivers, the minimum age for obtaining a truck driving licence will be lowered from 21 to 18, and for buses from 24 to 21. In both cases, you will need to have a certificate of professional competence.
Implementation of the new rules
Member states will have four years from the date of their official adoption to implement the new directives. This period will allow countries to adapt their rules and infrastructure to the new European provisions.
