Car Imports: The State Customs Committee Announces New Rules. What Will the Rates Be? – Auto Online

The State Customs Committee explained the recently adopted changes to customs regulations concerning the import of passenger cars, BELTA reports.

This concerns the decision of the EEC Board of 23 September 2025, No. 81 “On Amendments to the EAEU TN VED and the EAEU CET, as well as to some decisions of the Supreme Eurasian Economic Council and the EEC Board regarding certain types of vehicles.”

The State Customs Committee emphasized that the adjustments did not entail a change in customs duty rates. They are purely technical in nature and establish a deeper level of detail. Thus, the nomenclature includes separate TN VED EAEU codes for passenger cars equipped solely with an electric engine and passenger cars equipped with both an electric engine and an internal combustion engine as part of a sequential powertrain.

“The introduction of separate codes for classifying such vehicles will not affect the rates of import customs duties under the Single Customs Tariff. Their amount will remain at 15% of the customs value. The rates set for vehicles for personal use will also remain the same” , explained the State Customs Committee.

The changes will not affect the recycling fee, since different rates are currently set for vehicles equipped only with electric motors or hybrid power plants.

The planned deadline for introducing changes to the EAEU TN VED is no earlier than January 1, 2026.
