The rules for importing cars to Belarus will change. Electric cars will be granted a deferment – Auto Onlíner

The government has made important changes to the regulatory framework in the area of import and operation of vehicles in the country. The corresponding resolution was signed by the country’s Prime Minister, the Government of Belarus Telegram channel reports.

An adjustment has been made to the existing temporary features of the conformity assessment of vehicles, providing for a maximum number of wheeled vehicles with internal combustion engines and electric motors of the same type imported from third countries to the Republic of Belarus during the year for legal entities without obtaining vehicle type approval

It is noted that the changes do not affect vehicles imported by individuals for personal use.

This measure will create conditions for the safe circulation of electric vehicles in the Republic of Belarus similar to the conditions of the EAEU member states, and will also contribute to the saturation of the market with products that meet the requirements of the technical regulations of the Customs Union “On the safety of wheeled vehicles No. 018/2011”, — the report notes.

For a smooth transition of dealer companies to a transition period has been established for conducting business taking into account the new requirements for obtaining safety certificates for vehicles in the republic for electric vehicles, which provides for the introduction of requirements for obtaining vehicle type approval for such vehicles, starting from January 1, 2026.

At one time, the general director of BelGee CJSC, Gennady Svidersky, spoke about the problem of importing electric vehicles from China into the country.

They only undergo verification of numbers and that’s it. But we know that the requirements in China differ from the requirements that apply under the 18th regulation (referring to the technical regulation of the Customs Union “On the safety of wheeled vehicles”. – Onlíner note). I am fighting for everyone to obtain Vehicle Type Approval, – the plant manager said in May.

At one time, we asked representatives of the automotive business what would happen if the import of cars without OTTS was restricted. Some players in the “gray” market voiced their concerns about the upcoming changes. Those involved in the electric transport sector are especially concerned. They say that this will lead to a sharp decrease in the number of offers on the market (and, accordingly, to an increase in prices).

From the commentary of the Ministry of Industry

In its commentary, the Ministry of Industry notes the following advantages of the Government Resolution of July 8, 2025 No. 372:

— creation of conditions for the safe circulation of electric vehicles on the territory of the Republic of Belarus, due to the need to comply with international trends and the requirements of the EAEU;

— regulation of the procedure for importing vehicles for legal entities, which contributes to business development and investment stimulation;

— increasing the level of environmental safety by increasing the share of electric vehicles in market;

— ensuring harmonization of requirements with the technical regulations of the Customs Union “On the safety of wheeled vehicles” (TR CU 018/2011).

“It is important to note that the resolution does not provide for the introduction of additional non-tariff regulation measures that limit the domestic market of the Republic of Belarus. This regulatory legal act amends the mechanism already in force in the republic for the implementation of temporary (until December 31, 2027) requirements and the procedure for assessing the conformity of individual wheeled vehicles“, — it is also noted in the commentary of the Ministry of Industry.

When will the new document come into force?

— The Republic of Belarus is taking a step forward towards implementing the technical regulations of the Customs Union. Therefore, from the moment of entry into force of Resolution No. 372, starting from August 9, a more detailed accounting of technical documents for imported cars with an internal combustion engine will begin. Customs regulations define a batch of up to 150 units per year, that is, a small batch of one type of vehicle. For everything else – large imports of cars with an internal combustion engine – an assessment of the vehicle’s compliance with the requirements will be required, – BELTA quotes First Deputy Minister of Industry Andrei Konyushko as saying.

Those who are ready to promote the car and provide its further warranty, post-warranty services, maintenance, will be forced to restructure. Yes, perhaps, dealers who simply brought and sold them may leave the market, but major players will restructure, including because a transition period is envisaged, —the First Deputy Minister noted.

BELTA specifies that for cars with internal combustion engines, the transition period begins on August 9, for electric vehicles – on January 1, 2026.

Official publication

Resolution of the Council of Ministers of the Republic of Belarus dated July 8, 2025 No. 372 was published today on the National Legal Portal. The document amends Resolution of the Council of Ministers of the Republic of Belarus dated July 8, 2022 No. 452.

This resolution shall enter into force 30 days after its official publication. At the same time, the effect of some of the clauses of the document does not apply to:

  • conclusions on the assessment of a single vehicle, issued before the entry into force of this resolution;
  • registration before January 1, 2026 of conclusions on the assessment of a single vehicle in relation to vehicles driven exclusively by an electric engine.
